Rebecca Tom is a member of the firm’s Real Estate practice group. She has extensive experience in the development of mixed-use, residential, and commercial condominiums and planned communities across Oregon. She has been a frequent speaker on the topic to lawyers, brokers, and developers throughout her career.

Rebecca also practices in the areas of business and real estate transactions, including commercial leasing, acquisitions, financing, and entity formation.

Rebecca is a member of the Oregon Chapter of Commercial Real Estate Women and Oregon Women Lawyers. She has served as a member of the Oregon State Bar Real Estate and Land Use Executive and Education Committees.

Rebecca and other RWPA attorneys played a significant role representing the developers of South Waterfront, a $2 billion, multi-phase, public/private project that is the largest urban redevelopment in the history of Portland, Oregon. The project encompasses approximately 33 acres of former “brownfield” land along the Willamette River just south of Downtown Portland. A complex public/private development agreement guided the project. The agreement provided for the construction of the first aerial tram built in the United States in decades, an extension of Portland’s vaunted streetcar line, a public park and riverfront greenway, multiple high-rise residential towers, and affordable housing.

Prior to joining RWPA, Rebecca was a founding partner of Barg Tom PC, a Portland real estate law firm.

Personal

A sixth generation Oregonian and descendant of Oregon Territory pioneers, Rebecca enjoys running, camping, and traveling with her family. She served as a director and officer for the board of directors of the Theodore Roosevelt Women’s Scholarship Association, a scholarship fund for female graduates of Roosevelt High School in Portland, Oregon, Rebecca’s alma mater.

Rebecca has assisted developers with the documentation and state approvals for several cohousing condominium projects, including a project that meets the legal requirements for an age-restricted community.

Rebecca represented the buyer in the acquisition of a ground lease interest in an industrial property and negotiation of the acquisition financing.

Rebecca assisted the developer of a mixed-use condominium project with documentation and state approvals of the project documents, as well as the negotiation of sales of the condominium units. This 150-unit project is the first new condominium tower in the Pearl District since the recession.

Rebecca assisted the developer of a 35-lot residential subdivision on Portland’s Inner Eastside with the preparation of CCRs, easements, and the formation of a homeowners’ association, as well as sales of lots.

Rebecca represented a public university in the negotiation of a ground lease and related documents with a commercial developer for the development of a research building on university property.

Rebecca regularly represents commercial landlords and tenants in the preparation and negotiation of retail, office, and industrial leases.

Rebecca represented the developer of a Central Oregon destination resort with the formation, registration, and sale of a timeshare condominium project.
